Scott Bowers

With over two decades in Medicaid managed care and executive leadership roles in seven states, Mr. Bowers is pleased to join the Passport Health Plan team in June of 2019.  He combines payor and provider experience, driving organizations toward metrics-based clinical and financial results.  He has spent his career focused on improving access and quality care to the most underserved and fragile populations within the government healthcare space.  He has a keen focus on community-based care, and social determinants of health.

Previously, he was Evolent Health’s National Medicaid President.  Prior to that he was President and CEO of UnitedHealthcare Community Plan of Tennessee, a 620,000 statewide Medicaid health plan with TennCare. There he helped increase access, and improve quality, while suppressing medical trends below national averages. This health plan was UnitedHealth Group’s largest Medicaid, LTSS, and Medicare D-SNP business under his leadership and had a special focus on physical and behavioral health integration.

As President and CEO of UnitedHealthcare of the Mid-Atlantic, Mr. Bowers worked to ensure strong regulatory compliance and provider satisfaction.  There he restored the Maryland Medicaid plan to financial stability and reduced unnecessary inpatient utilization while working with United’s Washington DC Medicaid health plan to obtain NCQA accreditation.

He has also had progressive leadership roles at successful start-up Medicaid health plans Harmony Health Plan in Illinois and Unison Health Plan in Ohio.

Over his two decades of Medicaid Managed care leadership experience he has overseen most health plan functions, from back-office operations, compliance, provider services, quality, finance to market-facing areas like government affairs, provider relations and contracting, utilization management, care management, behavioral health, member services, and provider relations.

He is an authentic, highly reliable executive with a Princeton bachelor’s degree and an MBA from Washington University’s Olin School of Business. He is known for developing teams with operating discipline and a high sense of urgency.
